Try playing with Config / Advanced / Winbond / PWMOUT clock. I went down to 100 Hz.

if you run MSI Core Center, then close it, SpeedFan works as it should

Using PWM to adjust fan speed might be the problem. I suspect the MSI tool (which works correctly) changes voltage instead.

It might help to know that the all-or-nothing fan bug is identical in Linux, using kernel module to directly write speed values

I can only affirm my predecessors: 0% = fan off, 5% = fan is near full speed :-(

Poor, 0% = Fan off ; 5% = Near full speed. (fan2) no difference if 5, 10 20, 50 or 100% :(

fans turned off when speed changes to 0, and runs at full speed when speed changes to 5% in speedfan
